President’s Update
National
As various state conferences are conducted around Australia, there have been a few changes. RSL Australia welcomes new State Presidents in Tasmania, Victoria and South Australia. This is in addition to changes on Boards, with many younger veterans taking leadership roles. The most recent Board meeting of RSL Australia was broad-ranging as ever, with continued focus on the nuanced relationship between the members of RSL Australia and the Board of RSL Australia. The result of this is renewed focus on revisiting the strategy of RSL Australia with a goal to have this endorsed by the members at the Annual General Meeting of RSL Australia in October.
State
Membership. The new system is live. As part of the staged implementation, the next upload of data is occurring. This means that for those due to renew memberships, you should start receiving communications. As such, the data set will continue to develop, with Sub-Branch visibility on their members improving. Further, the automations that underpin much of the functionality are being progressively built. This is a large body of work that must be undertaken to garner the benefit of this system. The team will continue to take deliberate steps to minimise errors and double handling. I encourage individuals or Sub-Branches to contact the membership team if they have any concerns or questions as we collectively implement this system.
Communications. It is always a challenge to ensure our members are provided with updates to the plethora of activities and changes. The way in which our diverse membership consumes information is incredibly diverse. It is acknowledged that we cannot meet every individual need, but we are always looking to improve the quality of information being provided.
- The Listening Post. This publication seeks to provide key updates on programs and initiatives. It also seeks to highlight good news stories. It is a deliberate and more formal style of publication.
- Sub-Branch Signal. This monthly publication is designed to provide regular updates on changes and initiatives across RSL WA. It is also an avenue to promote activities such as the VP Day commemoration. It is provided by email to all members of RSL WA. It is less formal than The Listening Post.
- RSL WA State Congress. This formal coming together of delegates from across the League is a key mechanism for communication between the members and the Board. It is a key point in the year when changes that impact the League can be voted on and key issues discussed.
- RSL WA End of Year Wrap-up. Implemented in 2024, this point of the year provides an opportunity to update delegates on key matters before the end of the year. It is also an opportunity to reflect on our collective success.
- Annual Sub-Branch Conference. This is designed to provide committees of Sub-Branches with all the updated information on policy, procedures and ‘how to’. Run by RSL WA, it is held at the end of the Sub-Branch election period to provide an opportunity for all committee members to understand their roles and tools and assistance available.
- Presidents Forums. This is a key opportunity for me to engage with Sub-Branch presidents (or their delegates) and provide updates on matters impacting the League. It is also an excellent opportunity for Sub-Branch presidents to raise concerns or issues they need assistance resolving. I encourage Sub-Branch presidents to engage with this as a key avenue for information transfer. The dates of the Presidents Forums for the rest of the year are:
- 21 July, 1700h Anzac House and virtual.
- 11 August, 1700h Anzac House and virtual.
- 22 September, 1700h, Anzac House and virtual.
- 20 October, 1700h Anzac House and virtual.
- 17 November, 1700h Anzac House and virtual.
Honours awards. The Board has commenced reviewing our internal honours and awards system to better reflect the outstanding work being done across Western Australia. The current system will remain in place until 31 December 2025. I encourage all ideas on how/what needs reviewing to be forwarded to admin@rslwa.org.au. More information will be communicated as the new system is finalised.
Looking ahead. The coming months will see RSL WA conduct a commemorative service on Victory in the Pacific Day. This service will honour veterans of the Second World War and has been granted State Reception Status. RSL WA in partnership with Legacy will also hold the Better Together Ball. This is a key opportunity to demonstrate to the broader community how the two pre-eminent veterans' organisations collaborate for the betterment of veterans and their families; it will also raise some money!

CEO’s Update
Goldsworthy Centre
As was announced by the Minister for Veterans’ Affairs, the Hon Matt Keogh MP, we have revealed the site for the Goldsworthy Veterans and Family Centre. This is a key milestone in our delivery of a Veterans’ and Families’ Hub, supported by a $5 million grant from the Department of Veterans Affairs.
We’ve elected to name this new Veterans and Families Hub in honour of Leon Goldsworthy GC DSC GM, the most decorated Australian naval officer of the Second World War.
Leon Goldsworthy was born in New South Wales, grew up in South Australia but lived in Western Australia – he was also a member of RSL WA. The naming also reflects the strong naval presence in the area.
This has been a two-year journey from the development of the original business case, led by my predecessor Vince Connelly, to the securing of the site and the design of the new centre. With some extensive refurbishment planned (and needed), the Goldsworthy Centre (GC) will be up and running this financial year.
The ‘GC’ will provide a range of support services to current serving, ex-serving personnel and their families. It will be in a region with one of the largest numbers of ex and current serving members in the country, with the expansion of AUKUS looming on the horizon.
I’d like to particularly acknowledge the vision of Vince and the Veterans and Families Centre Manager, Janine Gardener. Vince saw the opportunity and laid the foundation with the original business case, which Janine has built upon.
Janine has seen the evolution of the original concept and its pivot towards a dedicated centre in the heart of Rockingham, close to HMAS Stirling. Janine has been instrumental in getting us to this point.
The GC will see RSL WA have a positive impact not just on the current and former service personnel and their families, but on the broader Rockingham community.
Membership
We are continuing bedding down our new Membership system, SwiftFox. There will be teething issues; however, the improved functionality is already clear.
With the system in place, we are continuing our work on establishing a new ‘virtual Sub-Branch’. We are planning to use the Central as the vehicle for this virtual model. This will require some housekeeping changes with the By-Laws, but the intent is to provide an option of membership outside our bricks and mortar Sub-Branches for current serving and ex-serving personnel who want to stay connected and involved, but not necessarily at a Sub-Branch.
Reflections
In late June I represented the RSL at a function at Government House that commemorated the 50th Anniversary of the Australian Honours System. There were four speakers at the event, including the Governor. What struck me was that two of the speakers were RSL WA members: Major General Barry Nunn AO RFD ED speaking as Chairman of the Order of Australia Association and Mr Mark Mackin, President of the Mount Lawley-Inglewood Sub-Branch, speaking as the Western Australian President of the Australian Bravery Association.
In a powerful and moving address, Mark spoke about the event that saw him awarded a Commendation for Brave Conduct: rescuing a four-year-old girl trapped in a capsized yacht in the Swan River at night.
It was a salient reminder of the type of members we have, the reach and presence of the League and the standing of our members in the community.

RSL WA to open State’s first wellness hub for veterans

A new modern centre for veterans and their families to connect with each other featuring yoga classes and saunas, a Kids Zone for families, BBQs and a gaming room will open in Rockingham.
In a first for Western Australia, the Goldsworthy Veterans and Families Centre will see the RSL WA step into a new era where the approach to supporting current serving Australian Defence Force members and veterans will centre on a modern holistic hub designed to meet the needs of the people who will be welcomed through the doors.
RSL WA President Duncan Anderson said the new hub would be a safe, friendly space designed to promote connection while also housing counsellors and psychiatrists plus other services veterans might require.
“Lasting bonds are formed during and long after service, and we are here to help people live their best life during and after military service,” he said.
“Veterans value peer support and are looking for connection with others who have gone through some of the same things. Families of currently serving people and veterans are looking for inclusive environments. The Goldsworthy centre will become a place to gather together where people can also access some of the support people might find hard to secure on their own.”
Announcing the new location on Thursday morning Federal Minister for Veterans’ Affairs and Defence Personnel Matt Keogh MP said: “The new centre will bring together the already tight knit Navy community around Rockingham and HMAS Stirling as a one stop shop for not only veteran services, but family supports as well.”
Telehealth appointments will be available, with psychiatric services also located at the centre. Wellbeing will be supported with mindfulness activities, massage chairs, yoga, activities and more.
Social connection will be fostered with organised fishing trips, bike rides and family events.
“The centre will be a safe space for all veterans and their families. This space gives us room to grow and adapt as the needs of our veteran community evolve,” Mr Anderson said.
The centre is located within a Defence Industry Zone, close to Garden Island and HMAS Stirling.
It will host:
- Telehealth room for online counselling and appointments
- Conference and meeting room space
- Yoga classes and physical activity area
- Fully equipped kitchen and lounge for programs and connecting
- Veteran gaming lounge and library
- Kids Zone for families
- Outdoor space for wellness, BBQs, and relaxation
- Education programs on a variety of subject areas
- Peer support, chaplaincy, and Ex-Service Organisation support
- Family-friendly social connection activities and school holiday program
- Advocacy and wellbeing officers
The Goldsworthy Veterans and Families Centre will be located at 1/65 Dixon Road, Rockingham.

The Sub-Branch tab is now available from the menu in your Membership Portal. Log in to view and export your Sub-Branch Member Report at any time. This feature is only accessible to RSL Sub-Branch Committee Members to ensure privacy. Note that this is a first iteration of the report. More functionality will be added to the Sub-Branch tab over time.
To get started, request a login using your email address and first name. From there you will be emailed a link that will enable you to access the Membership Portal. If you don’t receive the verification email, be sure to check your junk folder.
You can bookmark the link to the login portal from a web browser for easy access. Alternatively, you can easily access the Member Portal from the RSL WA website. Just click the yellow “Login” button from the top right.

Nominations open for Japan-Australia Grassroots Exchange Program

The Japan-Australia Grassroots Exchange Program aims to promote post-war reconciliation, understanding and goodwill between Japan and Australia by inviting descendants of Australian Second World War prisoners of the Japanese (POWs) to Japan through the RSL network.
The Japanese Government has offered two places for descendants of POWs to participate in the 2026 Grassroots Exchange Program. The program will take place in Japan in February or March 2026 (dates TBC).
The Program includes:
- 8-day tour of Japan
- Flights, accommodation, local transport, meals and insurance
- Meetings with Japanese Government representatives and students
- Hosted dinner by the Ministry of Foreign Affairs
- Sightseeing and cultural experiences
- Visit to the Commonwealth War Cemetery, the Hiroshima Peace Memorial Park, the Museum and Genbaku Dome
- Interpreter and tour guide support throughout.
Participants are responsible for their travel expenses to and from the nearest airport to their residence, passport costs, expenses incurred above room charges, and meals exceeding the allowance, souvenirs, and personal incidentals.

- Prisoners of War
- Spouses of POWs
- Children of POWs
- Grandchildren of POWs

RSL WA will assess the nominations and select two applicants to send to RSL Australia for consideration. RSL Australia will work with the Japanese Government to select the two successful participants for the 2026 Program.
Nominations open for Australia Day Medallions
Each year the RSL participates in the Australia Day Medallions program and presents Australia Day Medallions to organisations and individuals that have made a significant contribution to the veteran and ex-service community in Western Australia.
The Australia Day Medallions are reserved for the highest level of recognition and provide a unique way of inspiring and recognising individuals or teams when presented in the lead up to Australia Day, 26 January.
The criteria for receiving the medallion are outstanding achievements, length of service and recognition in a particular field. While there is no nomination form as such, nominations are made in the form of an open letter from a Sub-branch outlining the nominee’s details, any referees and the way in which a nominee has met the criteria.
In an effort to achieve uniformity, RSL WA’s Honours & Awards Committee advises that a simple template should be used when nominating for the medallion. This template can be found in the Sub-Branch Toolbox on our website, under the Certificates and Awards section or by clicking here.
The award is sponsored by the Australia Day Council for presentation on Australia Day and has Australia wide recognition.
Nominations for the Australia Day Medallions are now open. Please submit all nominations by Tuesday 2 September 2025.

It is with a profound sense of sadness that we share the news of the passing of Mr Bill Collidge, OAM.
We have extended our deepest support and conveyed our collective condolences to his wife and family during this difficult time.
Bill’s long struggle with health challenges has come to an end, marking an immense loss for our community. His contributions were truly monumental – particularly within the RSL community in Western Australia, where his efforts helped shape the organisation into what it is today.
A police veteran, Bill also served as a Board Director at RSL WA for 13 years. Over his 13 years in that role, he was a strong advocate for veterans.
We understand that a combined Police, Army, and Navy service is being organised and offered to honour Bill’s remarkable legacy.
Our thoughts remain with Bill’s family and all who were touched by his incredible life.
From the Chair of the Honours and Awards Committee
The current criteria for Sub-Branch annual awards have been used for the last 12 years. It has been amended each year following feedback from the membership and staff, however efforts to achieve the outcome are both frustrating and over complicated. It is time for review.
The Honours and Awards Committee and key staff will be working on a new method of calculation and indeed the primary topics that fit within our Corp values. We also need to review the scoring based on the size of our individual Sub-Branch memberships.
To do this review and still have the competition running, the following timeline is forecast:
AGM 2025 – awards presented for year 2024.
Sub-Branches continue using the current procedure, as per the toolbox, for the period 1 January 2025 to 31 December 2025 with returns meeting the published deadlines.
Period 1 August – 15 November 2025 H & A Committee work on new format/criteria. This period is also to be used for Sub-Branches to forward comments/ideas through admin@rslwa.org.au, attention Honours & Awards.
30 November 2025 new mechanism introduced to cover the calendar year 1 January – 31 December 2026.
AGM 2026 (26/27 June) awards presented for year 2025 based on the current system. On completion, all detail regarding the current system will be filed and Sub-Branches continue with the new system.
DVA seeks Second World War veterans for 80th Anniversary Commemoration in Canberra
The Australian Government Department of Veterans' Affairs (DVA) is inviting Second World War veterans to express their interest in travelling to Canberra to attend a special Last Post Ceremony at the Australian War Memorial on 15 August to mark 80 years since the end of the Second World War.
DVA will fund travel and accommodation for invited guests. This support also extends to an accompanying spouse or carer, where required.

Veteran Support Centre receives Certificate of Appreciation

A small gathering was held in June at the Joondalup Civic Centre for all volunteer groups in the area.
Members from Joondalup City RSL Sub-Branch attended the gathering and received a Certificate of Appreciation from the City of Joondalup. The award was to recognise the volunteer contribution of the Veteran Support Centre – Heathridge to the community and City of Joondalup.
Well done to all the volunteers at the Veteran Support Centre.
WA to commemorate end of Boer War on 31 May each year
In a landmark move to recognise a formative chapter of Australia’s military past, the Western Australian Government has officially added 31 May to the WA State commemoration calendar, marking the anniversary of the Treaty of Vereeniging, which ended the Second Anglo-Boer War in 1902.
The decision follows sustained advocacy from the Boer War Memorial Society of Western Australia Inc., which has long called for greater recognition of the conflict in which more than 16,000 Australians, including over 900 Western Australians, served.
Western Australia’s contribution included figures such as then Lieutenant Frederick Bell, who was awarded the Victoria Cross, and Lieutenant Colonel George McWilliams, the state’s principal medical officer. But just as importantly, the commemoration aims to highlight the stories of ordinary soldiers, nurses, and their families – many of whom now have descendants living across the state.
Annual ceremonies at the Kings Park Boer War Memorial – one of the oldest in the country, unveiled in 1902 by Governor Sir Edward Stone – will anchor the commemorations. These events will include wreath-laying, educational initiatives, and new digital mapping projects to illustrate key events of the war and WA’s role in it.
The Boer War Memorial Society of WA is calling on members of the public to explore their family histories. Do you have a relative who served? A diary, medal, or photo tucked away in the family archives? Your story may help shape future commemorations and educational resources.

New resource available: Guidance for Sub-Branch use in By-Law development
The RSL WA Constitution Committee, which reports directly to the Board, is responsible for overseeing and managing the RSL WA Constitution (Rules) and By-Laws. The Committee also provides recommendations to the Board regarding any proposed amendments to these governing documents.
In response to multiple requests from Sub-Branches seeking support in developing their own By-Laws, the Committee has released a new guidance document titled “Guidance for Sub-Branch Use in By-Law Development.” This helpful resource is now available in the RSL WA ToolBox.
To further assist Sub-Branches, the Committee has also published a working example of By-Laws from the North Beach Sub-Branch. This document has been endorsed by the Committee as a clear and effective model for others to consider. We extend our sincere thanks to the North Beach Sub-Branch for their generosity in making their By-Laws available for broader use.

Mark your diaries – the annual RSL WA Poppy Appeal will be held on Friday 7 November 2025.
The Poppy Appeal is one of RSL WA’s largest annual fundraising events, both locally and across the State, with the funds raised going directly to providing support to veterans and their families who may be facing an array of challenges resulting from their service for our country.
Our dedicated members, Sub-Branches, volunteers, RSL WA staff and Defence Force personnel, along with local businesses and community groups, will be out in the community and at many of Perth’s train stations to raise funds to support our veterans in need.

CEW Bean Foundation Event

About: In September this year, Australian war correspondents will mark the 10th anniversary of a memorial in their name at the Australian War Memorial (AWM). The CEW Bean Foundation will hold a special event at the AWM to honour War Correspondents. This will include a service at the memorial, a morning tea and a seminar in the new lecture hall.

About: A ceremony has been planned by Chief of ROK Navy, Chief of RAN, Mayor of Incheon and Naval Association of Australia WA, to commemorate the 75th landing at Incheon. All serving members, veterans of all armed forces, and interested parties are invited to attend. The Mayor of Incheon has arranged a 14-day Cultural Festival from 1 to 14 September. The ceremonies will be as follows:
Friday 12 September: Memorial Sea Tribute at the Incheon Landing Memorial and Museum (Incheon Songdo), Australian contingent up to 100 persons.
Saturday 13 September: Allied Commemoration at ROKN 2nd Fleet Command Naval Base Pyeongtaek.
Sunday 14 September: Commemoration Parade Incheon Port Pier 8 (Address is Wolmi-ro, Jung-gu, Incheon ROK 22306).
Monday 15 September:
- Wreath Laying – up to 100 participant layers
- Official Ceremony
- Onboard Banquet – 20 participants (persons will be notified)
- Patriotic Concert (Incheon Port Pier 8)

Hydrotherapy with Avanti Physio

We are seeking Expressions of Interest for veterans and their families who would like to participate in three hydrotherapy group sessions. Operating in the onsite heated pool and run by qualified physiotherapists, these are small group hydrotherapy sessions.
