President’s Update
Like many of you I cannot believe it is halfway through June!
National
It is pleasing to see progress on so many fronts across Australia with the RSL. RSL Australia is currently reviewing its strategy to better reflect the wishes of the members. Many may not realise the members of RSL Australia include the National President and each jurisdiction. This is separate to the Board of RSL Australia that is responsible to govern the entity. This nuance provides great strength to the League but also generates very positive tension. Collectively we are aiming to have a revised, endorsed strategy as an outcome of the Annual General Meeting of RSL Australia later this year.
State
RSL WA hosted the 109th State Congress at Anzac House on the 14th of June 2025. I will endeavour to capture the key highlights. The awards ceremony on Friday evening was wonderful example of relaxed reverence. RSL WA was privileged to welcome the Governor of Western Australia to present a suite of awards to individuals and Sub-Branches. I would like to congratulate all recipients for your amazing achievements. It is timely to note at this point that the system for determining Sub-Branch awards is being reviewed. More information will be promulgated as soon as it is finalised.
State Congress on Saturday was a great success. The wreath laying ceremony was integrated into the morning's events. RSL WA was fortunate to have both Federal and State Ministers in attendance. This proved too good of an opportunity to let slip and an informal panel discussion was held. This showed the differences in responsibilities between the jurisdictions and highlighted that much is being done, but there is much more to do!
State Congress evolved to a more deliberate and transparent method of classifying motions for decision versus discussion. Matters for decision (that are binding) related to strategy, risk and the constitution. Matters for discussion (non-binding) are all other matters Sub-Branches wish to raise. This approach is a step-change for the League and one that will continue to develop in time.
Finally, the date of the 110th State Congress has been set for 27 June 2026. Along with the operational team we will look to commence work much earlier in 2026 to provide the greatest amount of time for consideration of issues and communication between all parties.
Board
I would like to congratulate Miquela Riley on her appointment as State Vice President for a term of 4 years. This appointment provides not only wonderful continuity to the Board but also continued strong leadership across RSL WA. I would also like to recognise the three appointed directors, Mr Dave Thomas, OAM, Mr Roy Mellon and Mr Steve Mott. Dave and Roy are reappointed, providing great stability. Steve brings current Sub-Branch leadership experience and a fresh set of eyes: I would like to warmly welcome Steve to the Board.
The Board farewells Mr Trent Mongan. Trent’s service to RSL WA is characterised by integrity, passion and bravery. Trent worked tirelessly to resolve numerous legal challenges providing outstanding advice always. Of note, Trent was pivotal in the resolution of the matters relating to the VMC. Trent also served on the Finance Advisory Committee and as Chair of the Commemorations Committee. Trent was completely reliable, always putting the best interests of RSL WA before his own. On behalf of RSL WA I would like to wish Trent and his family the very best for whatever the future may hold.
The Board will quickly review committee and Board Patron responsibilities before getting back to business. Reporting against and communicating our strategy is a key focus for the rest of this year. Additionally, now the new membership system is implemented, the Board will focus on a membership drive. Understanding our value proposition will be key. I look forward to engaging Sub-Branches on this critical event for RSL WA as we will all have to work together if it is to succeed. RSL WA is in a strong position. There is still much to do and this remains my focus.

CEO’s Update
The 109th State Congress is now behind us. It was a big weekend, with the awards night on Friday and a very full Saturday. I’d like to take this opportunity to again congratulate all the award winners, both Sub-Branches and individuals.
I particularly enjoyed catching up face to face with the delegates.
Virtual Sub-Branch
With our new membership system Swift Fox in place, we are turning our attention to the establishment of a Virtual Sub-Branch.
In July we will be calling for expressions of interest for RSL WA members to form the Committee for the Sub-Branch. It is important to note that we are not seeking to cannibalise the existing membership but provide a new platform for a different type of member engagement.
The RSL hall, a bricks and mortar location, be it in town or country, is part of our DNA. It serves a vital function not just for the League, but often for the local community. We saw at Congress how committed people are to their physical sites.
This will not change, but we need to cater to a veteran community that might not have the time to make it to a physical Sub-Branch. Membership and engagement take many forms but imagine for a moment a veteran in their 30s or 40s. They are establishing themselves in their civilian career, juggling school drop offs, weekend sport – they may still continue to serve in the Reserve. Getting to a local Sub-Branch may be a logistical challenge – and let’s be honest, if they do make it there, they may find veterans at a different stage of their lives.
The Virtual Sub-Branch will provide an opportunity for us to engage that veteran and keep them connected to the tribe. Through the Virtual Sub-Branch, we can keep them updated on activities, be it RSL Active, advocacy services or an RSL WA running or cycling club and about veteran networking events, such as the one planned for Thursday 7 August.
Networking event
Through the generous support of Mark and Liane Kelly from the construction company Orixon, we will be hosting a veteran socialising and networking event – we’re calling it RSL WA Activation – at Anzac House on Thursday 7 August. We will be tapping into existing veteran networks across of range of industries and businesses to build the ecosystem of veterans.
It will be an opportunity to socialise, share stories and come together as a veteran community.

109th Annual State Congress

RSL WA’s Annual State Congress has wrapped up for another year as guests and delegates gathered for the 109th Annual State Congress at Anzac House on Friday 13 and Saturday 14 June.
Congress was once again held over two days. On Friday evening, 100 guests and delegates attend the awards presentation, which was presented by His Excellency the Governor the Hon Chris Dawson AC APM. On Saturday, 160 guests and delegates gathered for a full day of events, including the opening ceremony, wreath laying, the State President’s Commendation awards and the Annual General Meeting.
Congress guest speakers included the Hon Matt Keogh MP, RSL WA State President Duncan Anderson, the Hon Paul Papalia CSC MLA, RSL Australia CEO Phil Winter AM CSC, and Andy Fermo from Invisible Injuries.

Dr Graeme Hammond
Dr Graeme shows outstanding dedication and leadership as a General Practitioner and veteran, providing exceptional care and support to fellow veterans. His commitment to the RSL WA values of camaraderie, care, and advocacy has been exemplary.
He has devoted long hours to ensure that veterans receive the comprehensive clinical care, treatment, and assessment they need. His efforts have been particularly impactful in assisting veterans with their claims for support from the Department of Veteran Affairs, addressing both their complex physical and non-physical health needs with exceptional compassion and professionalism.
Dr Graeme’s leadership is characterised by competence, moral courage, and a steadfast willingness to act in the best interests of the veteran community. He has demonstrated resourcefulness and dedication, always showing a strong regard for the welfare and wellbeing of his patients and fellow RSL WA members.
Mr Peter King
Mr King is commended for outstanding dedication, leadership and management, providing exceptional support to RSL WA, our veterans and their families whilst Deputy Commissioner at the Department of Veterans Affairs Western Australia.
His support and commitment to RSL WA during the planning, building and opening of the National ANZAC Centre in Albany was exemplary, as was the dedication he placed upon the role as Warden of the State War Memorial. This support and commitment have impacted the camaraderie, care and advocacy that the staff at the Department of Veteran Affairs and RSL WA have shared under his management. Assisting veterans with their claims for support, addressing both their complex physical and non-physical health needs, shows exceptional compassion and professionalism. The outcome of this is that veterans receive the comprehensive care, treatment and assessment they need.
It is Mr King’s leadership, characterised by competence, moral courage and a steadfast willingness to act in the best interests of the veteran community, that has resulted in such positive outcomes.
Alan West OAM
Mr West is commended for his outstanding dedication to the veteran community and current serving ADF members. His commitment to the RSL WA values of camaraderie, care and advocacy has been exemplary.
His passion and devotion to help veterans and their families is evident through almost 30 years of service as an Advocate. His dedication to assist veterans with their claims for pensions and home service entitlements speak to the heart of our vision to enable veterans and their families to thrive in the community.
It is noteworthy to take this opportunity to recognise Mr West’s involvement in the formation of the Totally and Permanently Disabled Veterans in Baldivis and the establishment of six two-bedroom units for short term accommodation, respite and a club house.

Frank Cox OAM
Victoria Park-South Perth & Districts RSL Sub-Branch
Frank has been a great team player, always willing to lend a hand to other members and take on additional responsibilities wherever necessary. His skills in seeing possibilities outside the box have been put to the test and have delivered results that exceed expectations. The most notable example would be the 2020 Remembrance Day aerial poppy drop over Burswood Park.
Frank has initiated many projects to honour our service personnel. One of them, at the Victoria Park-South Perth & Districts RSL Sub-Branch, is the memorial to the Navy, Army and Air Force that displays the caps worn by servicemen. He has been a stalwart of the Association throughout its existence and even gave up his treasured RAAF cap to be encapsulated in Bronze for that memorial. Furthermore, Frank has served the National Servicemen’s association for many years, including two years as President.
Frank is a memorial man, raising funds for the upkeep of the Sub-Branch First World War memorial wall, initiating the plaque for all animals' memorial, initiated the Australian Nurses memorial and, as well as donating from his own pocket, has fundraised for much more. Frank is thoroughly deserving recipient of Life Membership.
Brian Anderson
Kwinana RSL Sub-Branch
Brian has been a member of the RSL for 25 years during which time he has held every position on the Executive Committee at least twice. He is always at the forefront of any commemorative, social or business event that the Sub-Branch organises, including Anzac Day, Remembrance Day and Vietnam Veterans’ Day.
Brian is often there to meet new members and visitors as they arrive, giving them a hearty welcome and a beaming smile. Always first to raise a hand and lead support and social activities, he is a highly respected and very popular member.
Brian is thoroughly deserving of Life Membership.
Jane Inglis
Joondalup City RSL Sub-Branch
Jane relocated in 2022 to Joondalup City Sub-Branch where she now holds the position of Secretary. A prolific fundraiser, she has also facilitated functions for Veterans Health Week and collaborated with neighbouring Sub-Branches on other activities.
Jane has volunteered to share her insights on Anzac Day and the significance of being a female veteran at local schools. Furthermore, she has recited ‘the Ode’ at both the West Perth Football Club and the local Ocean Ridge Football Club for their annual Anzac Day football matches.
Jane's dedication to the veteran community extends beyond RSL. She is a board member of Wyvern Resilience, a nonprofit organisation run by veterans that provides dive training to promote physical, mental, and social wellbeing, along with healthy living practices through The Wanderers Dive Club.
Furthermore as part of Buddy Up Australia, which aims to enhance the physical health, social connections, and wellbeing of military personnel, first responders, and their families, as a volunteer Team Leader Jane facilitated and attended over 400 events in the Perth area and has spoken regularly to groups of veterans and first responders participating in trauma programs at the WA Centre for Trauma research. She frequently attends ADF transition seminars, 13 Brigade Open Days, and the West Australian ESO forum, promoting Buddy Up Australia, Wyvern Resilience, and RSL WA.
Jane is an invaluable asset to our organisation and is truly deserving of Life Membership.
Geoffrey Box
Donnybrook RSL Sub-Branch
Geoff has been involved in the Donnybrook RSL Sub-Branch for many years and has held the position of Treasurer for a number of those years, standing down only at the last AGM. He has been a valued member of the Donnybrook RSL Sub-Branch, always ready to help on any occasion when needed.
Geoff is an avid supporter of Vietnam Veterans’ Day, Anzac Day, and Remembrance Day and continues to attend all. Geoff was awarded the Community Citizen of the Year award on Australia Day.
Mental health is a high priority these days, and as President of the Donnybrook Men's Shed, Geoff has ensured the lives of many returned service men who are members of the Men's Shed and RSL have the support they need.
Geoff is a worthy recipient of Life Membership.
David King
North Beach RSL Sub-Branch
David is a dedicated and positive operator providing financial reports, analysis and sound advice to membership. He is a steady hand, and members have watched the Sub-Branch grow significantly due to his good management.
After finishing as a long-term treasurer, he has remained an excellent member of the Sub-Branch, attending all activities. He is now in his 16th year of continuous membership at the North-Beach RSL Sub-Branch.
David is closely involved in all Sub-Branch activities, including commemoration and ceremonial. As a member of the executive committee, his contribution is most valued and extends well outside his prime portfolio.
David is a worthy recipient of Life Membership.
Gerald Loveridge
Donnybrook RSL Sub-Branch
Gerry has been involved in the RSL since his return from Vietnam firstly with Bassendean, then with Augusta, before joining Donnybrook.
Gerry is wholeheartedly committed to the RSL and the Sub-Branch, organising and ensuring all commemoration services are well organised. Gerry was also the orchestrator of Diggers Day at the Donnybrook Country Club.
For his 27 years and 11 months, Gerry is a most-worthy recipient of Life Membership.
Scott Rogers
Bellevue RSL Sub-Branch
Scott is an active Sub-Branch member and has held the key positions as Vice President for two years, then President from 2011 to 2024. In 2025 he relinquished the presidency and accepted the role of Vice President.
Scott also served RSL WA on the Executive Committee from 2015 to 2017 during which time he was involved on several Committees and actively contributed toward the progression of RSL WA.
Scott has also devoted time to the Blackboy Hill Committee for several years and became Chair of that Committee for two years, ensuring a close connection between the Bellevue RSL Sub-Branch and the Blackboy Hill site, which was the training ground for those individuals who trained and served in the First World War.
During his term of office Scott has developed and maintained an extensive working relationship with local government and private primary and secondary schools and community organisations.
He has overseen the Sub-Branch's guardianship of the Blackboy Hill Commemorative Site and, in association with the Shire of Mundaring, attends in an advisory capacity to its maintenance and preservation.
His community profile became the contact for media and kindred organisations for comments on veteran issues. His responses on behalf of the RSL are knowledgeable, sought after and valued.
Scott always presents a dynamic image for the organisation. He is proud of his achievements in his leadership role and is a valued and highly respected member of the RSL and community of Bellevue. He is an outstanding contributor who is thoroughly deserving of Life Membership.

The Great Southern Volunteer of the Year Awards 2025

On Thursday 22 May 2025, the Albany & Regional Volunteer Service hosted the Great Southern Volunteer of the Year Awards at the Albany Entertainment Centre.
This event introduced two new awards:
- Great Southern Volunteer of the Year
- Great Southern Volunteer Organisation of the Year
The RSL WA Albany Sub-Branch was a finalist in the category Great Southern Volunteer Organisation of the Year, and Stephen Edmonds, DVA Advocate at the RSL WA Albany Sub-Branch, was a finalist in the category Great Southern Volunteer of the Year.
The winners were: Ben Whittle from Albany Volunteer State Emergency Service – Department of Fire and Emergency Services WA for Volunteer of the Year, and Albany's Historic Whaling Station for Volunteer Organisation of the Year.
RSL WA would like to congratulate both Stephen Edmonds and Albany RSL Sub-Branch for their efforts as finalists.
Vale Alan Barry McNulty DCM
RSL WA wishes to acknowledge the recent passing of respected RSL member Alan Barry McNulty DCM.
The following text extract accompanied the award of the Distinguish Conduct Medal (DCM) to Sergeant McNulty:
Sergeant Alan McNulty enlisted in the Australian Regular Army on 7 January 1963. He was posted to 5th Battalion, The Royal Australian Regiment, on 15 January 1966 and served in South Vietnam during 1966/67. He returned to South Vietnam in January 1969 as Platoon Sergeant of 3 Platoon, A Company.
On 11 May 1969 a platoon of A Company was pinned down in a heavy contact against an enemy battalion headquarters position. The platoon commander was seriously wounded ten yards in front of the enemy position and could not be extracted despite several frontal attacks. Sergeant McNulty, leading eleven men, made repeated attempts over a period of five hours to outflank the enemy and assault from the rear. Each attempt was met by heavy and accurate rocket, claymore, and machine gun fire. Despite the risk of almost certain death or wounding, Sergeant McNulty could not be deterred in his efforts to rescue the platoon commander. He finally succeeded in getting himself and a soldier with a flame thrower into a position from which effective fire could be delivered into the enemy long enough to achieve the recovery of the officer.
In July 1969, Sergeant McNulty was an adviser with a company of the Army of The Republic of Vietnam. The company came under sudden and heavy attack from an enemy company. The violence of the initial enemy rocket and machine gun fire caused seven casualties and created confusion amongst the friendly troops. Without regard for his own safety Sergeant McNulty advised and assisted the company commander in the organisation of his defences and the collection and evacuation of the wounded. As the enemy attack intensified Sergeant McNulty called for and calmly directed for several hours helicopter gunships and artillery, forcing the enemy to withdraw. His personal courage and professional advice was responsible for saving the South Vietnamese troops from further severe casualties and the possibility of being overrun by the enemy assault.
In August 1969, Sergeant McNulty’s platoon was engaged in two separate major contacts with superior size enemy forces entrenched in bunkers. On both occasions Sergeant McNulty inspired all ranks with his aggressiveness and courage which by now had become expected of him in all contacts with the enemy. On 21 August 1969 while attacking an enemy battalion position, over fifteen members of his platoon including Sergeant McNulty were wounded. Sergeant McNulty covered the withdrawal of other members of his platoon, assisted in their evacuation and was wounded a second time during his own evacuation.
Sergeant McNulty’s outstanding conduct and personal courage was an inspiration, and he will be dearly missed.
Vale Maud Cecelia Bown
1923 – 2025

We were recently advised of the passing of beloved RSL member Maud Bown on the 23 May 2025, aged 101 years.
Maud Cecelia Bown (nee Williams) was born on 6 November 1923. She served in the Second World War and was enlisted in the Australian Women’s Army Service (AWAS) in November 1942.
Maud, along with other AWAS personnel were the core of the groups that intercepted and logged Japanese Army, Navy and Air Force Kana (morse code) messages, recording and forwarding them to the Central Bureau where the code that was in them was deciphered. Maud and her fellow Australian Wireless Operators played a significant part in Australia’s War effort.
Maud was an esteemed member of North Beach RSL Sub-Branch and will be dearly missed.
HBF Run for a Reason 2025

Over 40,000 people participated in Perth’s annual HBF Run for a Reason on Sunday 25 May.
The attendance was an all-time high as community members of all ages and abilities ran, jogged, walked or wheeled their way through three distances: the Brooks Half Marathon, the Specsavers 12km or the CommBank 3km.
The RSL Active team participated in the run, including Vice President Miquela Riley and Chief Operating Officer Daniel Kennedy-Stiff.
The event raised more than $1.9 million for local charities.
Next year’s event has been scheduled for Sunday 24 May 2026.
MEAO Scoping Study Perth Workshop

As part of the MEAO Scoping Study, Griffith University is holding a full-day workshop in Perth on Monday 23 June – and they want to hear from you. Through facilitated group activities, you’ll have the opportunity to share your experiences and help shape future support for MEAO veterans and families.
The workshop is a fully catered event (morning tea, lunch & afternoon tea) with a supermarket gift voucher provided.

2026 Premier’s Anzac Student Tour
Applications are open for the Premier’s Anzac Student Tour. Students will travel to Darwin and Singapore in April 2026.
Accompanied by 3 teachers, the group of 10 students will depart for the 10-day tour in the April school holidays.
The unique 2026 program gives students an opportunity to investigate the Anzac legacy and those who served in the armed forces in all wars. They will commemorate the 81st anniversary of the end of the Second World War, the 84th anniversary of the bombing of Darwin and the 84th anniversary of the fall of Singapore.
This annual competition is open to all Western Australian students in Years 8 to 11. Students from public and non-government schools can submit their entries for the chance to be selected as ambassadors for the tour.
Students are selected following a written submission and interviews, demonstrating their interest in Australian history and an understanding of the Anzac legacy.
Since 2004, 266 students have been chosen for tours to Belgium, England, France, Greece, Malaysia, Singapore, Turkey, Vietnam, Japan and around Australia to commemorate the service and sacrifice of Anzac service men and women.

The new RSL WA End of Financial Year (EOFY) Appeal is now well underway. This Appeal is focused on raising funds for our fee-free Veterans’ Claims Advocacy Service. This vital service helps our veterans navigate the complex compensation system and ensures they receive the entitlements they deserve – at no cost to them.
The impact of military service can be long-lasting, and the claims process can feel overwhelming. RSL WA’s trained Claims Advocates are here to assist, standing beside veterans to guide them through each step and helping to secure vital supports for their health and wellbeing.

Australian Forces Overseas Fund
Help raise funds for 400 care packages by 30 June 2025

For more than a century, Australians have sent care packages to troops serving far from home. From the First World War to today’s missions around the world, these small bundles of comfort have carried snacks, letters, and a powerful message: We’re thinking of you. Please come home safely.
During the Vietnam War, the RSL sent Christmas parcels to members of the Australian Army, providing comfort and a reminder of home. This initiative led to the establishment of the Australian Forces Overseas Fund (AFOF), ensuring ongoing support for our deployed personnel.
This tradition continues today. Twice a year, RSL Australia, with the help of dedicated volunteers, prepares around 400 care packages for Australians serving overseas. It’s a mission made possible entirely by the generosity of the public, through donations to the Australian Forces Overseas Fund (AFOF).
This month, RSL Australia is raising funds for the next pack in September, which should reach troops in time for Christmas. It's an enormous undertaking, only made possible by donations and the volunteers who come together to pack the care packages in Sydney.

Mark your diaries – the annual RSL WA Poppy Appeal will be held on Friday 7 November 2025.
The Poppy Appeal is one of RSL WA’s largest annual fundraising events, both locally and across the State, with the funds raised going directly to providing support to veterans and their families who may be facing an array of challenges resulting from their service for our country.
Our dedicated members, Sub-Branches, volunteers, RSL WA staff and Defence Force personnel, along with local businesses and community groups, will be out in the community and at many of Perth’s train stations to raise funds to support our veterans in need.

CEW Bean Foundation Event

About: In September this year, Australian war correspondents will mark the 10th anniversary of a memorial in their name at the Australian War Memorial. The CEW Bean Foundation will hold a special event at the AWM to honour War Correspondents. This will include a service at the memorial, a morning tea and a seminar in the new lecture hall.
Incheon Ceremony South Korea
About: A ceremony has been planned by Chief of ROK Navy, Chief of RAN, Mayor of Incheon and Naval Association of Australia WA, to commemorate the 75th landing at Incheon. All serving members, veterans of all armed forces, and interested parties are invited to attend. The Mayor of Incheon has arranged a 14-day Cultural Festival from 1 to 14 September. The ceremonies will be as follows:
Friday 12 September: Memorial Sea Tribute at the Incheon Landing Memorial and Museum (Incheon Songdo), Australian contingent up to 100 persons.
Saturday 13 September: Allied Commemoration at ROKN 2nd Fleet Command Naval Base Pyeongtaek.
Sunday 14 September: Commemoration Parade Incheon Port Pier 8 (Address is Wolmi-ro, Jung-go, Incheon ROK 22306).
Monday 15 September:
- Wreath Laying – up to 100 participant layers
- Official Ceremony
- Onboard Banquet – 20 participants (persons will be notified)
